Course Objectives

The course will share with the participants ’s key concepts of urban planning and principles of land use planning. Discussions on strategic planning frameworks will also address issues of drafting concept plans and explore the process of their development into master plans.

By the end of the course, participants will be able to:

  • Define key concepts of urban planning in 
  • Understand key principles of land use planning
  • Discuss the role of concept plans and the importance of identifying key focus areas
  • Formulate framework for strategic planning
  • Describe the process of development from concept plans to master plans
Course Synopsis & Methodology

The course will be highly interactive and experiential, using the best mix of training and learning methodologies. Besides formal lecturing, activities include open discussions, group work, exercises, experiential activities and other learning methodologies. Participants will have adequate opportunity to share their experiences, learning points and challenges.

B. Urban Planning and Development: Principles and Practice

  • Overview of Urban Planning and Development in Singapore
  • Key Principles of Land Use Planning
  • Concept Plan: Singapore’s Long-term Planning and Development Framework
  • Concept Plan: Previous Concept Plans and Implementation
  • Concept of Key 2001 and Key Focus
  • Strategic Planning framework
  • Master Plans – Environmental Management & Sustainable Development

C. Group Discussions, Exercises and Relevant Learning Journeys

Participant Profile

Applicants should be:

  • Mid to senior level public service officials (Deputy Head and above) who have some experience in urban planning and policy formulation
  • Nominated by their respective Governments
  • Proficient in spoken and written English
  • Below 50 years of age
  • In good health
