| | Course Objectives | The course provides a framework for governments to develop policies that engage the private sector to meet national small and medium enterprises (SME) development needs. It focuses on the institutions and best practices used in Singapore that help create ideal conditions for businesses to succeed and grow. It will look at the Singapore’s efforts to promote SMEs’ access to local markets through procurement and business linkages with the private sector, and to grow SMEs into global enterprises. The course facilitators and industry CEOs will share their collective practical knowledge and lessons learnt in conceptualising, delivering and managing Singapore Government programmes, projects and schemes for SMEs where the private sector is a significant partner.
| | Course Synopsis & Methodology | The course will include formal classroom sessions by experienced trainers and industry figures, discussions and visits to key Singapore Government agencies.
The topics include:
- Overview of policies that promote SME development through private sector partnerships
- Singapore’s SME policies and frameworks for effective private sector collaboration
- Singapore’s mechanisms, practices and institutions that engage in collaborative actions for delivering products and services to SMEs
- Singapore’s framework for formulating successful SME financing strategies
- Case studies of private sector engagement to promote SME development through policies for effective financing, marketing and business development strategies
- Issues in monitoring, evaluating and communicating effective policies
Participants will also be expected to prepare and deliver a brief presentation on an action plan for their respective countries.

| | Course Objectives | The workshop provides an overview of international aviation security conventions, regulations and principles. Participants will gain a good understanding of ICAO Annex 17 (Security: Safeguarding International Civil Aviation against Unlawful Interference) and ICAO Document 8973 (Security Manual). The workshop also shares best practices in the management of a crisis. Human factors in security and training of aviation security personnel will also be addressed.

| | Course Objectives | The course provides a platform for participants to gain a comprehensive understanding of the pros and cons of Public Private Partnerships (PPPs), and the mechanisms to successfully implement PPP in a developing country. Participants will learn about successful examples of PPPs in Singapore and Asia, and the role of Singapore as a regional financial centre to provide funding for PPP projects. Participants will also study the relevant organisational structures, effective regulation, enabling legislation, and risk management techniques necessary for well-designed procurement approaches and timely financing for PPP projects, while achieving the objectives of affordability and value-for-money for all stakeholders.
